ADI Services, Inc. is an ISO 9001:2000 certified small business located in Martinsburg, WV, close to the Washington, DC metropolitan area providing spares and logistics support services to our clients. For over 25 years, we have assisted our domestic and offshore clients by acting as their sales agent, providing on-site representation and bringing a stronger visible presence to follow-on spares support. Most of our business is conducted with the United States Department of Defense, including the Defense Logistics Agencies and with various other prime contractors.
In addition, we also provide purchasing services for European companies who wish to buy equipment or components from the USA and vice versa. We consist of a team of experienced buyers and contract administration personnel. In addition, our sales representatives are located at most major contracting centers. Working together, we utilize extensive computerized and manual data-bases, source lists and other information to provide spares and logistics support services to our customers. These customers include:

- Subcontractors
- Foreign Government Agencies, and
- Offshore companies

Whether our clients require purchasing or sales services, ADI Services' sole responsibility is to satisfy the needs of our clients in the best way possible.
Over the past year alone, we have made thousands of purchases and sales on behalf of our clients. These contracts cover a diverse range of items, including electrical/electronic components, mechanical/machined parts, office/ADP supplies and other spares in the area of Air Force, Naval and Land systems applications. In most instances, ADI Services has provided these items at significantly lower costs than estimated, and in a minimum amount of time. These abilities have proven our staff to be invaluable members of our clients' bid preparation and contract execution teams.
Purchasing Services
We assist our clients in two ways: by acting as their purchasing agent to physically locate and obtain needed items, and/or acting as their sales agent to obtain competitive and responsive quotations for eventual purchase. ADI Services will:
- Contact both US and offshore suppliers
- Negotiate advantageous commercial discounts
- Ensure fair and reasonable pricing
- Assure the quality of contracted goods
- Purchase and distribute goods to its customers
- Closely administer ongoing contracts to minimize problems
- Improve efficiency and reduce leadtimes
- Arrange and expedite export licenses
- Reduce internal purchasing costs
- Arrange packaging and labelling (including RFID)
- Oversee quality inspections and other QA functions
Sales Services
US government agencies and the Defense Logistics Agencies (DLA’s) in particular are set up to procure spare parts for the individual services and are generally tasked to buy common stock items. They tend to buy to a manufacturer’s part number and undertake little or no subcontracting activities. Offshore clients experience difficulties in responding to these inquiries because:
- Quotations generally have a short response time and are often not received in time.
- Quantities required are often small and required delivery times are short.
- By law, a significant portion of purchases must be placed with a small business.
- Clients do not have access to, knowledge of or compatibility with the US electronic online systems.
- Clients are overloaded with multiple requests for the same item.
- Clients are unfamiliar or unwilling to deal with US DoD paperwork.
- Clients are unfamiliar or unwilling to deal with US DoD packaging, RFID and labeling requirements.
- Clients are unfamiliar or unwilling to deal with customs clearances, end user certificates and duty free requirements.
- Clients do not want to deal with DoD invoicing procedures
- Clients prefer to bid in their domestic currency.
- Clients do not find small sales profitable.
- Clients wish to deal only with an established and reputable distributor.
